Preliminary assessment of impact for the "Advancing Education Inclusion and Quality in South East Europe Initiative", developed by Open Society Institute, 2010
The initiative is deployed in 10 countries: Albania, Bosnia & Herzegovina, Bulgaria, Croatia, Kosovo, Macedonia, Moldova, Montenegro, Romania, Serbia and looks at the extent to which the school level institutional environment is open for parental participation, as well as the propensity of the parental in school life.

Summative Evaluation of the "Government, Civil Society and Media Participation against Corruption" Program of the Eurasia Partnership Foundation Armenia, 2009, funded by UNDEF and EPF
The program strengthened the capacities of journalists and media organizations in anti-corruption reporting, and established an effective anti-corruption network for improved cooperation and information exchange between the media, civil society and the government.

Evaluation study of the "Anti-Corruption NGO Watchdogs Program" of the Eurasia Partnership Foundation Georgia, 2008, funded by the U.K. Foreign and Commonwealth Office's Global Conflict Prevention Pool (GCPP) and USAID
The program aimed at reducing corruption and increasing government transparency by strengthening the public's role in government decision-making in six regions of Georgia.

Final evaluation of the "Don't Cut the Forest Mindless" project, 2008, developed by the Media Monitoring Agency, Bucharest, in partnership with the Association  for Economic and Social Cohesion (ACES), the Romanian Institute for Forestry (ICAS) and the Romanian National Committee for Children's Rights - financed by the European Commission through the PHARE Civil Society Program, first component - Development of the NGO Sector.

Evaluation of the Media Monitoring Agency, Bucharest and Pro Democraşia Association, Bucharest, 2008, on behalf of World Learning International, using the "Participatory Institutional Assessment Instrument - PIAI", an institutional capacity evaluation tool provided by WLI.

"Strengthening Institutional Capacity of Pro Democraşia Association to Promote Good Governance" Project, 2006-2007, funded by USAID through World Learning International
The aim of the project was to improve the institutional capacity of Pro Democraşia Association in order to face the new challenges of organizational development.

"Small NGO Sustainability Program", 2006-2007 (funded by USAID through World Learning) (in co-operation with Progress Foundation and Association for Community Relations)
24 Romanian NGOs working in the area of child protection have been trained and received technical assistance in order to ensure sustainability of their projects and daily operation.

Project Management training courses for civil servants, 2006
Strategicus Consulting experts performed, as lecturers, several courses on "Project Management" and "Strategic Management" on behalf of the National Administration Institute in Bucharest. The participants were high-rank civil servants and public officers from local and central administration.

Curriculum Development Training and Training of Trainers on Local Self Government Issues Municipal Assembly Support Project, 2005-2006 (funded by OSCE Mission in Serbia & Montenegro)
The TOT program developed over 30 days, with 24 participants who became trainers on behalf of the "Standing Conference of
Towns and Municipalities in Serbia".

Evaluation Study of the RomaNet Program of the Carpathian Foundation, 2002-2005 (in co-operation with Partners for Democratic Change, Slovakia)
This complex study was performed during February - May, 2006. It carefully evaluated the projects developed by Roma NGOs funded by the Carpathian Foundation in the framework of the RomaNet
Program in Romania, Slovakia, Ukraine and Hungary.

Evaluation of Moldova Election Related Program for the Eurasia Foundation, 2005 (program funded by SIDA and USAID)
The evaluation study was performed during August - September, 2005. It contains a deep analysis of the Moldova Election Related Program (developed during 2004-2005) and a close look at the results obtained, as well as at the program management.

Adrian Sorescu is Strategicus Consulting's General Manager. Since the early '90s, he has been involved in the conception, development and implementation of national programs concerned with improvement of democracy, anti-corruption, transparency and civic participation. He participated within an impressive number of post-graduate training programs. Between 2001-2005 he was the Executive Director of "Pro Democraşia" Association - a Romanian nationwide civic organization (over 30 branches), the most popular non-governmental organization in Romania. He is also a certified trainer and consultant and has conducted many training programs and national/regional seminars for NGO activists and local public authorities. He has over 15 years of experience in working with NGOs and local / cemtral public authorities from Romania and other countries in the region (Albania, Bulgaria, Croatia, Hungary, Moldova, Ukraine, as well as South-West African countries) and is one of the few Romanians specialized in voting systems and elections.

Radu Florea is Strategicus Consulting's Training and Consulting Manager. He graduated the Academy of Economic Studies in Bucharest in 1997 and worked as Grant Program Manager and Capacity Building Program Manager for the Civil Society Development Foundation, Romania, managing various components of the PHARE Civil Society Program during 2001-2003, as well as for Development Alternatives Inc. - managing the grant programs and institutional development component under USAID's Governance Reform and Sustainable Partnerships (GRASP) program, during 2003-2005. Radu Florea was fully trained on monitoring and evaluating grant programs as well as on projects developed by grantees. He also graduated a 2 years' ToT Program in 1998. He developed an evaluation tool which assesses the institutional development stage and implemented it successfully within the GRASP program. He is a skilled trainer, with over 12 years of training experience which includes a vast number of classical training courses, as well as training of trainers. He was deputy director of the Romanian Diplomatic Academy and currently teaches at the National School for Political and Administrative Studies (master classes).

Ghica Gheorghiu is Strategicus Consulting's NGO Development & Evaluation Specialist. He has extensive experience in the management, administration and evaluation of grant aid programs and is currently the Deputy Director for a 4.5 million EURO PHARE grant aid program. He has been involved in the design, implementation and evaluation of programs covering a large variety of subjects such as economic community development, democracy and human rights, social public campaigns, minorities, youth, public administration, development of the civil society in general. He provides also independent training and assistance to NGOs and private companies in management and business planning, human rights, public campaigns, social marketing and advocacy. He has an experience of over 15 years in NGO sector and over 9 years in grant giving and has worked with many actors - donors, public authorities, media, non-governmental organizations, business companies and associations.

Diana Ionescu is Strategicus Consulting's European Projects Specialist and has over 20 years' working experience in various types of organizations. She worked as independent expert for the last 10 years, and as consultant for programs funded through USAID, PHARE, EU Structural Funds. Her extensive experience includes project assessment and monitoring, program evaluation, financial management and grants scheme development & implementation. Diana has been a member of various evaluation committees within the PHARE program (Civil Society Development, Social and Economic Cohesion), as well as for the appraisal of proposals under Structural Funds (ROP, SOP HRD, OP ACD).
